THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source Indefinite Delivery-Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) contract with Pennsylvania State University Applied Research Laboratory (PSU/ARL), located in University Park, PA. The proposed contract action is being pursued under the statutory authority of 10 U.S.C. 3204(a)(3)(B), as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services. Pursuant to 10 U.S.C. 3204(a)(3)(B), and implemented by FAR 6.302-3, “the head of an agency may use procedures other than competitive procedures only when- it is necessary to award the contract to a particular source or sources in order to- establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.” The anticipated contractor will provide NGA with non-proprietary and independent and objective Research and Development (R&D), Test and Evaluation (RDT&E), systems engineering, and other engineering capabilities required by NGA, which may include, but is not limited to, Geo-intelligence (GEOINT) tools and software code. Previously this has included software code delivery to open source repositories, to IC-only repositories, reporting, prototypes, integration, and collaboration with integration partners, prototype demonstrations, publications, and direct delivery to the customer. PSU/ARL is a University Affiliated Research Center (UARC) under contract with the Department of the Navy. A UARC is a strategic United States Department of Defense (DoD) research center associated with a university. UARCs were formally established by the Office of the Under Secretary of Defense for Research and Engineering (USD(R&E)), to ensure that essential engineering and technology capabilities of particular importance to the DoD are maintained. These not-for-profit organizations maintain essential research, development and engineering “core” capabilities; maintain long-term strategic relationships with their DoD sponsors; and operate in the public interest, free from real or perceived conflicts of interest. The ordering period for the proposed contract is 60-months from the date of contract award. This notice is in accordance with FAR 5.201 and 5.203, and is not a request for competitive proposals. All responsible sources may submit a bid, proposal, or quotation in sufficient detail, which will be considered by the NGA. NGA will not reimburse you for any costs associated with preparing or disseminating a statement of capabilities, proposal, or quotation. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
