This notice is NOT the RFP. Instructions to access the IC-ARC websites are provided below: 1) For interested parties with TS//SCI clearances and access to a TS//SCI system: For accessing the CLASSIFIED ARC, you must first create an account on the UNCLASSIFIED ARC at https://acq.westfields.net/. Approximately two (2) working days after creating your UNCLASSIFIED ARC account, a CLASSIFIED ARC account will automatically be created for you. After waiting the two (2) days, on a TS//SCI system, go to https://acq.nro.ic.gov. Try to log onto the CLASSIFIED ARC using your use name and password that you created on the UNCLASSIFIED ARC. Note: This will not log you onto the CLASSIFED ARC, but it will generate an email that will be sent to your classified email (which you were required to enter when you created your unclassified account) that contain a time-sensitive token that will allow you to access the CLASSIFIED ARC. You will need to link your PKI certifications. 2) For interested parties with TS//SCI clearances and no access to a TS//SCI system: Follow the steps from above for creating you unclassified account. After two (2) working days, call the ACE Front Desk (703-230-6100) and request an appointment to get access to the ACE Reading Room. Let the Front Desk know that this is your first attempt to access the ARC to ensure Help Desk support is available. At your appointed time, go to the ACE (14660 Lee Road, Chantilly, VA 20151). 3) ACE Helpdesk support can be reached at (703) 230-6300 if you have any issues with PKI certifications or logging onto the ARC on a contractor classified system or at the Reading Room at the ACE.

(U) This synopsis is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, 15 U.S.C. § 637(e), and 41 U.S.C. § 1708 requiring the dissemination of information on proposed contract actions. The intent of the National Geospatial-Intelligence Agency (NGA) is to issue Request for Proposal (RFP) HM047623R0016 on or about 16 May 2023 for the Chinook acquisition. The Solicitation, attachments and Unclassified Bidder Library will be posted on the Intelligence Community (IC)-Acquisition Research Center (ARC) Unclassified website, https://acq.westfields.net. All classified Bidder Library documents will be posted on the ARC Classified website, IC-https://acq.nro.ic.gov. All Offers in response to the Solicitation must be submitted via the IC-ARC Unclassified website for the Chinook acquisition. The Solicitation will be issued subject to FAR 52.232-18 Availability of Funds (APR 1984). This Notice/Synopsis is not a request for competitive proposals. The Government reserves the right to cancel this Solicitation, with no obligation to the vendor by the Government. (U) The Chinook acquisition will provide software development, systems engineering, integration, operations, and sustainment support services to the Analytic Services in NGA/CIO-T/IPA. Upon award, this contract will transition various systems from the current Sustainment of Analytic Services (SAS) contract. The objective is to be able to deliver support to the full system life-cycle from design and development through operations to end-of-life retirement while maintaining the system’s usefulness with incremental modernization efforts, implementing new capabilities, and ensuring system resilience. The contractor will support systems of various sizes and complexity across all security domains following NGA’s Software Way for agile software methodology. (U) The Government intends to award a single award indefinite-delivery/indefinite -quantity (ID/IQ) to one responsible Offeror in accordance with FAR 9.104-1. The ordering period of the ID/IQ contract will be 60 months. The contract type line items will be Cost-Plus-Fixed Fee and Cost Reimbursable. The acquisition will be Full and Open Competition. The applicable NAICS code is 541511, Custom Computer Programming Services and the small business size standard is $34M. The primary place of performance will be the contractor facilities as approved by the cognizant Contracting Officer. (U) To determine contract award, the Government will make a best value source selection decision using the tradeoff process (FAR 15.101-1). Best value tradeoff can occur at the Factor and/or Sub-Factor level. The Government will evaluate offers received in response to the Solicitation to determine the Offeror whose proposal represents the best value to the Government, price and other non-price factors considered.
