National Geospatial-Intelligence Agency (NGA) anticipates the release of a NGA Mentor Protégé Program (MPP) solicitation in accordance with DFARS Appendix I. Mentors shall identify a Protégé and submit a proposal in accordance with the solicitation instructions to be released in electronic format only via SAM.gov on or about June 7, 2021. The proposal due date will be specified in the solicitation when it is issued. No additional media (CD-ROM, faxes, etc.) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Anticipated award date for this program is September 17, 2021. The Department of Defense (DoD) Mentor-Protégé Program assists small businesses (protégés) successfully compete for prime contract and subcontract awards by partnering with large companies (mentors) under individual, project-based agreements. Through this effort DoD provides incentives to major contractors to assist Protégé firms and increase their overall participation as prime contractors and/or subcontractors. Mentors accomplish this by providing technical and development assistance to the Protégé. Approved mentor firms will enter into mentor-protégé agreements with eligible protégés. A complete description of the DoD program and eligibility requirements is provided in Appendix I of the Defense Federal Acquisition Regulation Supplement (DFARS). The relationship between a Mentor and Protégé must be established prior to participation in the program. It is not the responsibility of DoD or NGA to find a Protégé a Mentor or a Mentor a Protégé. Mentors are required to be approved through the DoD Office of Small Business Programs. Multiple contracts will be awarded. Proposal costs shall not exceed $1M per year with a total period of performance not to exceed three years. Place of performance shall be at the Mentor and/or Protégé's facility. The contract issued will be cost reimbursement, no fee. The NAICS will be based upon the Protégé's primary NAICS.
