It is the intent of the National Geospatial-Intelligence Agency (NGA) to award a sole source contract to Boeing Phantom Works for a Multi-Mission Pod (MMP) Study. The MMP Study seeks to investigate the integration of NGA’s Maritime Program capability on the Boeing P-8 and MQ-25 aircrafts by means of Boeing’s MMP, which is proprietary to Boeing. The investigation will determine utility and potential capability of government systems implemented into the MMP and flown by the P-8 and other Government owned Boeing platforms, such as the MQ-25. Under the authority of FAR 13.106-1(b)(1), a contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source to be reasonably available. For the MMP Study effort, the Contracting Officer has determined only one source to be reasonably available based on the circumstances described by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Pursuant to 10 U.S.C. 2304 (c)(1), and implemented in FAR 6.302-1, “the head of an agency may use procedures other than competitive procedures only when-the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.” The period of performance for this requirements is ninety (90) days from date of award. This notice is in accordance with FAR 5.203, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. NGA will not reimburse you for any costs associated with preparing or disseminating a statement of capabilities, proposal, or quotation. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
