The contractor-based solution efficiently applies Best Practices across the organizational requirements. This task order is being extended on a non-competitive basis due to the incumbent vendor's expertise, which is considered a single source (for the time being) because of the short turnaround time needed to streamline the TO into the upcoming Vertex contract.
