EMERALD is 100% small business set-aside Multiple Award, IDIQ contracts that were competitively awarded, on September 23, 2016 or a base year plus four (4) twelve-month option periods. The EMERALD contractors provide Total Lifecycle Acquisition, Strategic Financial and Business Management Support Services. The nature and description of this action (justification) being approved is for a modification to extend the Period of Performance (POP) for EMERALD six (6) existing base Indefinite-Delivery- Indefinite-Quantity (IDIQ) and their associated task orders. The six (6) contract numbers are as follows: HM0476-16-D-0006 WISC; HM0476-16-D-0009; HM0476-16-D-0010; HM0476-17-D-0001; HM0476-17-D-0002; and HM0476-17-D-0004. The current period of performance (PoP) for these IDIQ Contracts will expire on March 22, 2023. The requested extension will extend the PoP for a total of five (5) month base (March 23, 2023 thru August 31, 2023) plus a one (1) four (4) month option period (September 1, 2023 to December 15, 2023). This is to ensure that there is no gap in critical enterprise life-cycle acquisition, financial and program management services, while the follow-on contract, CLOVER is being completed. This is a class justification and approval for which full and open competition and is not required as stated in FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. The existing six (6) EMERALD contractors are the only vendors to provide critical enterprise life-cycle acquisition, financial and program management services.
