The amendment also formally incorporates J.17 update to capture the formula correction previously announced on UARC. See corresponding markup and attachment. Proposals are now due Tuesday, 29 MAR between 12 and 2:30 pm ET. -- 18 MAR update: NGA grants an exception to Offerors to allow formula manipulation in one cell of the published J.17 Self-Scoring Sheet. If applicable to an Offeror’s proposal response, they may adjust cell E170 on this sheet, from “=SUM(E159:E161,E163:E165)” to “=SUM(E159:E161,E163:E165,E167:E169)”. This is the only formula that may be manipulated by the Offeror. At proposal receipt and compliance check, math will be checked for all Scoring Sheet sums, and corrected via clarification. Individual scores will not be changed via clarification or other means. The Government evaluation process may only corroborate or downgrade a reported score. -- 09 MAR update: The Agency releases Amendment 0004, capturing clarifying and administrative changes to Amendment 0003 where applicable. See corresponding markup and attachments. In line with the UARC announcement released on 1 MAR 2022, the proposal due date and PPQ delivery due date are each extended to 23 MAR 2022. Delivery times remain the same for the updated delivery date. -- 14 FEB 2022 edit: The Agency releases Amendment 0003, capturing a few clarifying or administrative changes to Amendment 0002 where applicable. Due to the minor nature of these changes, the proposal due date is unchanged. -- 7 FEB 2022 edit: The final J.18 Attachment, Relevant Experience Project Template, is attached, supplementing the final Amendment 0002 release. Additionally, we received information over the weekend that vendors could not access the Consolidated Amendment 0002 file and its markup on the UARC site. The clean Solicitation Amendment 0002 file was available on the SAM.gov site as of the Amendment 0002 release Friday afternoon, 4 FEB. The clean and markup files were re-uploaded to the UARC site as of this morning, 7 FEB. There are no changes to the timelines associated with the Amendment 0002 posting released on Friday, 4 FEB 2022. -- 4 FEB 2022 edit: See attached Question and Answer (Q&A) response document, titled "CLOVER QAs_Amd 0002_4 FEB 22.pdf”, concerning CLOVER solicitation HM047621R0023 and its Amendment 0001. The Government also publishes with this file its Amendment 0002 to the CLOVER solicitation, and affected Section J Attachment documents, revised in response to received Q&A input.* In instances where a Q&A response deviates from an Amendment 0002 document, Amendment 0002 solicitation documents will take precedence. If after reading through Amendment 0002 and its attachments, an Offeror wishes to replace any or all previously submitted Past Performance Questionnaires with a separate experience project PPQ, or a different Government Point of Contact qualified to speak to the respective performance cited: Offerors may submit new PPQs and indicate which examples, if any, the new PPQ(s) is intended to replace for their final proposal review; and/or Offerors may choose to submit a revised proposal in response to the RFP amendment, if additional changes are needed for the Offeror’s final proposal response. In particular: The due date for this solicitation is published as 1430 ET on 25 JAN 2022. The date for acknowledgement of Amendment 0001 is the same, 46 calendar days from Amendment publication to the GPE, on 10 DEC. Note that no Section J edits were made, despite the blank section reference and document table in the aforementioned summary of changes. -- 9 DEC 2021: The National Geospatial-Intelligence Agency (NGA) releases its Final Request for Proposals (RFP) for the CLOVER effort, as Solicitation HM0476-21-R-0023, with Section J Attachments through J.23. A Question and Answer (Q&A) template is also provided for the submission of any and all Q&As to be submitted for the subject RFP. Please see specific Q&A language in the RFP itself, for all deadline, distribution list, and submission format information. Note that no additional updates are to be published to SAM.gov, barring solicitation amendment or announcements related to award. Please register for the Unclassified ARC (see Attachments/Links section) if you have not already done so, and track the opportunity there under "Clover" or HM0476-21-R-0023. Background of the Effort Solicited CLOVER is the follow-on to NGA Enterprise Services support contract EMERALD, awarded in 2017. Both are Multiple-Award Indefinite Delivery / Indefinite Quantity (IDIQ) contracts intended to satisfy the Agency's support needs for Lifecycle Acquisition Support services, Financial Management Support services, and Strategic Business Management Support services. The current effort reorganizes the EMERALD approach and redefines the EMERALD approach for a similar, not identical, scope of work (SOW). See SOW attachment to the RFP.
