Under the authority of FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue an extension of the services under the Agile Web Presence (AWP) contract. The AWP contract provides an interactive, easy-to-use web portal providing NGA’s customers access to NSG products, data, and services on all applicable domains. The solicitation for the AWP was issued as a small business set-aside and awarded in 2015 to Octo Consulting Group, 10780 Parkridge Blvd, Reston, VA 20191. The NGA believes Octo Consulting Group is the only source reasonably available to satisfy the requirements. Pursuant to FAR 6.3021(a)(2)(iii), the "services may be deemed available only from the original source in case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in - (A) substantial duplication of cost to the government that is not expected to be recovered through competition; or (B) unacceptable delays in fulfilling the agency's requirements." The extension is to support the services performed and transition of services under the contract that include engineering, technical assessment, operations, and web development support to NGA to evolve AWP capabilities and products on all domains. The period of performance for this requirement will be up to six months. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
