The attached justification authorizes the extension of services, exercising clause FAR 52.217-8, under existing contract HHM402-19-F-0098, with CoSolutions Inc, for up to a period of three (3) months total. The contract being extended is to provide classroom instruction support, student and registrar staff support, webmaster/systems support and coordination, and training-related materials delivery under USEUCOM's RJITF Training & Development program. The extension is in accordance with statutory authority 10 USC 2304(d)(1)(B) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2)(iii)(B) which provides, for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
