Current standard of care practices in Army medicine utilize manual blood pressure monitors while treating casualties. However, these manual blood pressure monitors require the medic to hand pump the bulb and listen to the patient’s brachial artery using a stethoscope. While treating patients in an Army air or ground ambulance, high levels of ambient noise often make it impractical or impossible to obtain this manual measurement. In addition, obtaining the manual measurement requires a high level of medic time and attention. This time necessary to obtain a blood pressure measurement on multiple patients detracts the medic from their mission to perform life-saving measures to injured Warfighters. Although automatic blood pressure exist that do not require the medic to use a stethoscope, the vibrations induced by the ground and air vehicles prevent the devices from getting accurate measurements. The purpose of this SOO is to obtain First Article Testing prototype(s) for a tactical, automated vital signs monitor that will quickly and reliably measure patient’s blood pressure, heart rate, respiratory rate, and oxygen saturation and wirelessly transmit this data to a central monitoring device. An additional goal of the tactical blood pressure monitor is to integrate the device with the Medical Hands-Free Unified Broadcast (MEDHUB) system. MEDHUB currently integrates commercially available FDA devices, novel non-medical devices, and automated (hands-free, voice-free) software in order to capture Tactical Combat Casualty Care (TC3) card information. This data is transmitted over the Department of Defense (DoD) tactical satellite network to receiving Medical Treatment Facilities where it is displayed in a standard hospital Intensive Care Unit (ICU) dashboard format.
