Pursuant to Federal Acquisition Regulation Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office, in support of the DoDEA-Europe Student Transportation Services (STS), is conducting market research and survey to identify/poll for potential sources capable of providing out year Daily Commute (DC) Student Trans Services (STS) in support of DoDEA schools in Hohenfels, Germany. This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposal (RFP), Invitation for Bids (IFB), Request for Quotation (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from any vendor’s responses to this RFI. The period of performance for these services anticipates at least a one (1) year base period with a start date of on/a 1 August 2022, and further anticipates to include option periods (subject further feedback sought this RFI/Market Survey). FEEDBACK REQUEST 1. Market Survey: Vendors are encouraged to provide any feedback and propose suggestions regarding these requirements, especially regarding the following targeted (Market Survey) questions: - What are the optimum number of option years of these services your company would prefer to price, considering current market conditions and risks, at present time? - Is your company aware any local/regional (Stadt) or National-level law changes that could affect the costs of diesel fuel for your company? If so, please let explain. - Is your company aware any local/regional (Stadt) or National-level law changes that could affect your company’s ability to hire and retain student/school bus driver? If so, please let explain. 2. Statements of Intent and Capabilities: All vendors positively responding with interest this RFI/Market Survey are additionally asked to provide a brief capabilities statement which outlines the company’s ability to meet the requirement and level of intent to compete for these requirements. Capability statements shall consist of no more than three pages, including a cover page with the company’s name, business mailing address, business point of contact (POC) email and phone contacts, and Commercial and Government Entity/NATO Code (CAGE/NCAGE). 3. Coordinating Instructions: All inquiries regarding and/or responses to this RFI/Market Survey are due to the Government by 1200 EDT (Noon) on Wed, 1 June, 2022. All responses must be submitted via e-mail to the Point of Contacts (POC) identified for this RFI: John Grimes, John Grimes@dodea.edu, and John Myers, john.myers2@dodea.edu. For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 485410, School and Employee Bus Transportation; Size Standard, $16.5M; and Product Service Code, V222 Transportation/Travel/Relocation Travel/Lodging/Recruitment: Passenger Motor Charter. Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is submitted in order to comply with the annual representations and certifications requirements. Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) with the Department of Defense Education Activity.
