DoWEA seeks capability statements from eligible Institutions of Higher Education interested in establishing no-cost MOUs or MOAs to support dual or concurrent enrollment for DoWEA students worldwide. This announcement is not a solicitation, quotation, offer, grant, or procurement action, and no contract award is contemplated. Responses will be used solely to assess institutional capabilities and determine whether DoWEA may pursue discussions for one or more no-cost agreements. Any resulting MOU or MOA is non-procurement and does not obligate the Government to expend funds, pay tuition or fees, reimburse participants, refer students, guarantee enrollments, or enter into an agreement. DoWEA may select one, multiple, or no respondents, and interested IHEs should review the full announcement for eligibility requirements and submission instructions.
