This is a sole source notice of intent and is not a request for proposals or quotations. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not reimburse respondents for any costs associated with preparing or submitting a response to this notice. The Department of Defense Education Activity (DoDEA) has the following requirements: To improve practice and student outcomes, DoDEA requires assistance to begin embedding at the system, district, region, and school levels a consistent and high quality protocol, professional learning structure, and related coaching around the use of assessment data as a part of instructional team development and collaborative planning. DoDEA is looking for a vendor with a proven track record that shows the schools they work with achieve at least six months of additional learning. The vendor must currently have a professional learning series to help educators build knowledge and skill in a discrete topic, such as leadership development, planning with a curriculum, or facilitating professional learning communities. The professional learning series needs to include Teaching and Learning Cycle Series wherein Data-Driven Instruction (DDI), Data Analysis, and Continuous Improvement Cycles is the focus. The vendor will use vendor-specific professional learning resources that provide core competencies based on industry leading expertise on high quality assessments and standards-aligned instruction. This one-year pilot project will lay a strong foundation for Headquarters and determine readiness indicators for future work with a school in each of DoDEA’s 9 districts.. The applicable North American Industry Classification System (NAICS) code is 611710, Educational Support Services, and the applicable PSC is U009, Education/Training – General Services. DoDEA intends to award a sole source Firm-Fixed Price (FFP) contract pursuant to FAR 13.501(a), a sole source acquisition under the authority of the special program for commercial supplies or services. Only one responsible entity can meet DoDEA’s requirements, and no other supplies or services will satisfy the agency’s requirements. The anticipated award contract type is a Firm-Fixed-Price Purchase Order contract. The period of performance will consist of a 1 year base. See attached PWS and JNA for more information.
