This is not a solicitation. Vendors shall not submit quotes until the solicitation is posted to www.SAM.gov. The Department of Defense Education Activity (DoDEA) has the following requirements: DoDEA requires Level I - Level IV assessments and supporting material for teachers. DoDEA will offer the Seal of Bi-literacy to students who meet the criteria beginning in SY24-25. Therefore, DoDEA expects an increase in enrollment in Level IV world language courses over the 5-year contractual period, which will, in turn, increase the number of assessments and teachers. The required assessment system includes but is not limited to the following features: 1. Web-based proficiency and performance assessments for Arabic, Chinese (Mandarin), French, German, Italian, Japanese, Korean, Spanish, Turkish, and American Sign Language (ASL). 2. Web-based tool to allow students to complete activities similar to those that will be taken on the assessments. 3. Reports, including an annual summary report describing overall student performance. 4. Ongoing technical support, especially during DoDEA’s assessment windows. The applicable North American Industry Classification System (NAICS) code is 611710 (Educational Support Services), and the applicable PSC is U009 (Education/Training General). Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting a quote. DoDEA intends to issue solicitation No. HE125424Q0025 in support of this requirement. This will be a commercial procurement in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures). This requirement will be competed as full and open competition. The anticipated award contract type is a Firm-Fixed-Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The period of performance will consist of a 5-year contract. The anticipated posting date of the solicitation is on or about 3 May 2024 and an anticipated award date is on or about 30 August 2024.
