This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov. The Department of Defense Education Activity (DoDEA) has the following requirements: In support of implementing MTSS, DoDEA requires a program that is recognized as a CASEL SELect program to provide guidance, resources, and professional learning that supports educators and leaders with implementing core social-emotional and behavioral practices so that all students have equitable opportunities to develop self-awareness, self-management, social awareness, relationship skills, and responsible decision-making. A major action of this effort is to procure instructional resources and to design professional learning aligned to the CASEL Core Social-Emotional Learning and Behavior framework to include an embedded screener. The applicable North American Industry Classification System (NAICS) code is 611710 (Educational Support Services) and 513130 (Book Publishers) parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes. DoDEA intends to issue solicitation No. HE1254-24-Q-0001 in support of this requirement. This requirement will be procured using FAR Parts 12 and 13. This requirement will be competed under Full and Open Competition and will result in a single, Indefinite Delivery/Indefinite Quantity award with a 5 Year Base Period (for Resources) and Base year + 4 Option Years (all other categories). The anticipated posting date of the solicitation is on or about 12/01/2023 and an award date on or about 03/11/2024. This is not a request for proposals or quotations. In order to be eligible for this award your company must be registered in the System for Award Management. See the attached draftPerformance Work Statement (PWS) for detailed information.
