Vendors shall not submit a quote ... This Pre-Solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov. The Department of Defense Education Activity (DoDEA) has the following requirements: Asynchronous learning for Special Education Assessors and Speech-language Assessors who screen/assess Pre-kindergarten (PK) - 12 students with special education issues. DoDEA requires a subscription or license for commercial off-the-shelf (COTS) Special Education Assessor professional learning that will be updated at a minimum annually. The Contractor is expected to develop the total solution to meet all the requirements in accordance with a Performance-based Approach. The professional learning is for approximately 130 assessors. The applicable North American Industry Classification System (NAICS) code is 611710, Educational Support Services, parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes. DoDEA intends to issue Solicitation Number HE1254-23-Q-0003 in support of this requirement. This requirement will be procured using FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures). This requirement will be competed as a 100% Small Business Set-Aside. The anticiapted contract type will be a firm-fixed price and will result in a single, Indefinite-Delivery/Indefinite-Quantity award with a one year base period and four option years. The anticipated posting date of the solicitation is on or about 01/10/2023 and an award date on or about 04/17/2023. This is not a request for quotations.
