INTENT TO SOLE SOURCE NOTICE: The Department of Defense Education Activity (DoDEA) hereby submits a notice of intent to award a Firm-Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ), sole source requirement contract pursuant to FAR Part 12 and FAR Part 13.501(a), 41 U.S.C 1901 for an existing Web-based Aptitude Assessments to identify Kindergarten-12th (K-12) grade students who should receive advanced academic programs and services. The web-based aptitude assessment must: • Measure verbal reasoning, quantitative reasoning, and non-verbal reasoning in group and individual settings • Provide test forms/levels for grades K-12 • Provide evidence that the assessments are valid and reliable for the age/grade and constructs (verbal, quantitative, non-verbal) for which they are designed • Provide evidence of the assessment use in the identification of twice-exceptional and gifted English language learners • Provide instructional information based on student test results • Normed in 2017 or later. • Vendor must provide virtual professional development, digital assessment scoring, and assessment reporting from the student to the system levels. The period of performance is a 12-month base and four 12- month option year periods. This notice of intent is NOT a request for quotations. Interested parties who feel they possess the capabilities to satisfy this requirement in accordance with the attached Performance Work Statement, should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the DoDEA not to compete this proposed contract based upon responses to this notice is solely within discretion of the Government.
