SYNOPSIS This is not a Request for Proposal (RFP) or a Request for Quote (RFQ). This notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This is strictly a synopsis to inform industry about an upcoming requirement. The Government will not accept any quotes or proposals based on this notice. The Department of Defense Education Activity (DoDEA) intends to issue an RFQ in November 2020 for a Facility Enterprise Computer Maintenance Management System (CMMS) with the following characteristics: DoDEA has a requirement to manage facility operations of routine and non-routine work for our Education facilities. The CMMS shall cover our worldwide Regional facility operations and require the continuation of one system. The CMMS shall capture work requests to the building level of individual schools and to the individual asset within the school. The CMMS system shall allow for scheduling of routine preventive maintenance tasks of typical facility systems and accept work orders for facility repairs or system failure and school level support requests. Operations include facility repairs and maintenance management, event management, facility asset management and business operations. The CMMS shall allow for complete and accurate reports at specific locations within Regions or across all regions based on selected report criteria. The CMMS shall be an online cloud accessed system. It shall not reside on a government network. The program shall be hosted by the contractor on their secure servers, the government shall not have any responsibility for securing, managing, repairing, updating or configuring of the CMMS. The cloud access shall be proprietary to DoDEA with access available 24 hours a day, seven days a week, every day of the year from every DoDEA location around the world. The Contractor shall provide all required software, technical and maintenance support, personnel, supervision, customer support, training and other deliverables and services necessary to perform DoDEA’s CMMS requirements. The CMMS shall have the following features: ? Workflow Management ? Work Tracking and Monitoring ? Equipment and Asset Management with optional bar code capability ? Mapping (optional) ? GIS Asset Management (optional) ? Audit and Inspections ? Safety Programs ? Work Order Parts & Purchase Order Management (optional) ? Reporting and Analysis ? Mobile App ? Document Management In addition, the CMMS shall allow for the following minimum capabilities: ? Work order routing and approval management ? User role modifications ? Custom Key Performance Indicators ? Custom filed management ? Work order routing and approval management ? Custom field management ? Work category management ? Work order status/priorities modification ? Work order tracking and monitoring ? Work order/request template management The CMMS will be a single award Firm-Fixed-Price contract. This acquisition will be solicited as a full and open requirement using the procedures set forth in FAR Part 12, Commercial Items and FAR Part 13, Simplified Acquisition. All terms, conditions, evaluation procedures, and instructions to Vendors will be specified in the RFQ.
