HE1254-23-R-Puerto Rico DoDEA-Puerto Rico Road Toll Transponder Tags Payment Services REQUEST FOR INFORMATION (RFI)-SOURCES SOUGHT Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office is currently conducting market research to identify companies capable of and qualified to provide payment and administration services for its Puerto Rico Road Toll Transponder replenishment account with AutoExpreso or subsequently appointed Tolls company in Puerto Rico, in support of DoDEA’s school populations in Puerto Rico Community Schools: Antilles Elementary School, Antilles Middle School, and Antilles High School at Fort Buchanan in San Juan, PR, and Ramey Unit School, located in Aguadilla, PR. AutoExpreso is an electronic toll collection system used on tollways in Puerto Rico. The system uses passive transponders[ where payment status is indicated by a light at the toll plazas. In 2012, AutoExpreso became the exclusive form of payment on most of Puerto Rico's tollways, with cash no longer being accepted. It works in the form of a transponder (tag) that you can put in your vehicle to pay toll. You don’t need to stop to pay toll. It is accepted across all the toll roads in Puerto Rico. Prospective contractor(s) shall provide will be required to make payments and provide administrative duties such as establishing a collective tolls account, updating tags with the company, providing a monthly statement to the organization, rectifying any discrepancies found in the statement, and any other administrative tasks required. All services shall follow all the Federal, State, and Department of Defense requirements for student transportation. School buses will be provided by the government in support of this contract. The period of performance for these services, with an anticipated start date of 21 May 2023, will include a base period with four (4) 12-month option periods. This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI. If your firm is interested, capable, and qualified to provide these services in one or more of these areas, please submit written information supporting this capability and identify which area your firm would be interested in. Capability statements shall consist of no more than 3 pages and include a cover page with the company’s name, business mailing address, point of contact, telephone number, Duns & Bradstreet Number (DUNS), and Commercial And Government Entity/NATO Code (CAGE/NCAGE). Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is submitted in order to comply with the annual representations and certifications requirements. Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) with the Department of Defense Education Activity.
