This is not a solicitation. Vendors should not submit quotes until the solicitation is posted to SAM.gov. The Department of Defense Education Activity (DODEA) has the following requirements: DoDEA requires courseware, certification opportunities, and professional learning opportunities beginning in SY23-24. Personal Finance Literacy is slated to be a graduation requirement for all high school students. Beginning in SY25-26, all 41 high schools—either on-site or through DoDEA’s Virtual High School—will offer Personal Finance as a semester long course. Financial literacy, i.e., teaching such things as how to budget, save money, understand credit, and avoid common mistakes, will help prepare students to become financially healthy adults. The applicable North American Industry Classification System Code (NAICS) is 611710 (Educational Support Services) and the applicable PSC is U009 Education/Training- General. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting a quote. DoDEA intends to issue solicitation number HE1254-23-Q-0018 in support of this requirement. This will be a commercial procurement in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures). This requirement will be competed under Full and Open Competition on SAM.gov. The anticipated award contract type is a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, and may result in a single or multiple award contract with a five-year base period and a five one-year option periods. The anticipated posting date of the solicitation is on or about 31 March 2023, with a closing date on or about 1 May 2023. This is not a request for proposals or quotations.
