Pursuant to Federal Acquisition Regulation Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office, in support of the DoDEA-Pacific District Superintendent Office (DSO), East District, is conducting market research to identify potential sources capable of providing lease vehicles, without drivers, to support the District in mainland Japan. This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposal, Invitation for Bids, Request for Quotation, and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI. The vehicles furnished under this contract shall be driven throughout mainland Japan and shall be in good, safe, clean and serviceable operating condition in accordance with the vehicle’s owner’s manual. Registration and licensing of the vehicles is the Contractor’s responsibility. The Contractor shall ensure that the vehicles comply with all applicable safety laws, rules, and regulations applicable to this lease. The period of performance of these services will include a base period and four 12-month option periods, with an anticipated award date of 01 October 2021 and start date of 01 August 2022. OBJECTIVE Provide the following vehicles: Seven (7) Sedans (example, Toyota Camry, Nissan Bluebird, etc.) Two (2) Cargo Vans (example, Nissan Caravan, Toyota HiAce, etc.) Sixteen (16) 4 Passenger Vans, Mini Size with the ability to transport lightweight cargo and supplies (example, Mitsubishi Mini Cab,etc.) Seven (7) 8 Passenger Vans, Full Size, with the ability to transport lightweight cargo and luggage (example, Mitsubishi Delica, Nissan Serena etc.) Six (6) Flatbody Truck with LiftGate (example, Mitsubishi Canter Flatbody, etc.) The Contractor shall provide the items listed below with each vehicle hired under this order. Items must meet any applicable specifications required by the vehicle manufacturer and the laws or regulations where the vehicle will be operated. Automatic transmission. Air conditioning Government will be afforded unlimited mileage All necessary documents for travel within mainland Japan (e.g., Japanese compulsory insurance and vehicle inspection (Shakken), etc.) A functional spare tire (mounted on rim and properly inflated). At least two (2) full set of keys. Seat belts for all passengers. The tools necessary to safely change a spare tire or make minor repairs or adjustments in accordance with the vehicle manufacturer’s specifications. As a minimum, this will include a lug wrench, screwdriver, and jack. Reflecting warning road signs. All-weather tires (studless snow tires for vehicles in winter at Misawa) The Contractor will deliver each vehicle with a full tank of fuel. Supply all fluids, oils, and lubricants, except for fuel and incidental oil and fluids. Provide replacement vehicles for any vehicles unavailable for more than 72 hours due to manufacturer recalls or defects or reasons out of the Government’s control. Be responsible for all repairs at a reasonable cost to the Government Replace components as needed due to fair wear and tear. Provide, at no additional cost to the Government, 24-hour vehicle recovery services for mainland Japan, as necessary, to bring a contracted vehicle to the Contractor’s designated facility. If your firm is interested, capable, and qualified to provide these services, please submit written information supporting this capability. Capability statements shall consist of no more than 5 pages and include a cover page with the company’s name, business mailing address, point of contact, telephone number, Duns & Bradstreet Number (DUNS), and Commercial And Government Entity/NATO Code (CAGE/NCAGE).
