This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopsis of Proposed Contract Actions. This is not a solicitation. Offerors should not submit proposal until the solicitation is posted to beta.SAM.gov. The Department of Defense Education Activity (DoDEA) has a requirement to provide customizable information center materials selection and acquisition services (book jobber) to ensure the collection needs of each school are met. The selection and acquisition services shall include a customizable web-based selection and acquisition tool, pre-processing, Machine-Readable-Cataloguing (MARC) records, shipping, invoicing, data/ reports management, technical support, and related product training. Note: DoDEA requires digital materials such as eBooks, audiobooks and multimedia. The offeror will need to provide a hosted eBook platform that can interface with Follett Destiny and can authenticate through Google login or ClassLink. For additional information, please see attached PWS. The applicable North American Industry Classification System (NAICS) code is 424920, (Book, Periodical, and Newspaper Merchant Wholesalers), and the applicable Product Service Code (PSC) is 7610, Books and Pamphlets. Interested offerors must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their proposals. DoDEA intends to issue solicitation No. HE1254-21-R-0003 in support of this requirement. This requirement will be procured using FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. This requirement will be competed as unrestricted under full and open competition. The anticipated award contract type is a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The anticipated posting date of the solicitation is on or about 16 February 2021 and an award date on or about 04 August 2021. Attachment(s): 1.
