This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopsis of Proposed Contract Actions. This is not a solicitation. Vendors should not submit quotes until the solicitation is posted to beta.SAM.gov. The Department of Defense Education Activity (DoDEA) has a requirement to provide a 4.5-day face-to-face Professional Learning (PL) event in the base year and a 2.5-day face-to-face PL event in the option year. After the base year PL event, each region will receive six follow-up webinars. After the option year PL: event, each region will receive five follow-up webinars. Each DoDEA region—Americas, Europe, and Pacific—has a Center for Instructional Leadership (CIL) whose mission is to ensure high academic achievement for all DoDEA students and to promote a culture of shared leadership. CIL outcomes are to accomplish the following: 1) Build skillful and knowledgeable leaders at all levels. 2) Promote effective instruction to make all students college and career ready. 3) Ensure consistency and fidelity of system initiatives. 4) Create horizontal & vertical learning networks for collaboration & networking. 5) Establish and sustain leadership pathways for teachers and school leaders. The applicable North American Industry Classification System (NAICS) code is 611430, Professional and Management Development Training), and the applicable Product Service Code (FSC) is U008, Education/Training – Training/Curriculum Development. Interested vendors must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting quotes. DoDEA intends to issue solicitation No. HE1254-21-Q-0003 in support of this requirement. This report will be procured using FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This requirement will be competed as restricted (Small Business) under full and open competition. The anticipated award contract type is a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The anticipated posting date of the solicitation is on or about 28 January 2021 and an award date on or about 03 May 2021. Attachment(s): 1.
