This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopsis of Proposed Contract Actions. This is not a solicitation. Vendors should not submit offers until the solicitation is posted to FedBizOpps. The Department of Defense Education Activity (DoDEA) has an ongoing requirement for a non-personal services contract to provide performance and proficiency assessments for DoDEA world language courses. At the secondary level, students have the option of beginning language instruction as early as sixth grade. Courses are offered from Levels I-VI including the College Board's Advanced PlacementĀ® (APĀ®) World Language and Culture programs. All DoDEA high school students are required to earn a minimum of two credits in the same world language in order to earn a high school diploma. In order to meet DoDEA's Blueprint for Continuous Improvement's Goal 1.1, Data-Informed Instruction, DoDEA has reviewed and updated its College and Career Ready Standards (CCRS) in every content area. The Blueprint requires DoDEA to establish an assessment system that reflects each student's progress in applying the knowledge and skills they have based on the CCRS instruction they have received. The applicable North American Industry Classification System (NAICS) code is 611710, Educational Support Services. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting offers. DoDEA intends to issue solicitation No. HE1254-19-Q-0019 in support of this requirement. This will be a commercial procurement in accordance with FAR Parts 12 and 15. This requirement will be competed under Full and Open Competition and may result in a single or multiple Purchase Order award(s) with a 5-year ordering period. The contract type will be firm-fixed price. The anticipated posting date of the solicitation is on or about 30 May 2019 and award date on or about 11 September 2019.
