This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopsis of Proposed Contract Actions. This is not a solicitation. Vendors should not submit offers until the solicitation is posted to FedBizOpps. The Department of Defense Education Activity (DoDEA) has an ongoing requirement to provide crisis behavior management training system wide. The training includes a comprehensive continuum of prevention, de-escalation and emergency intervention strategies for responding to aggressive behavior for use by school staff. This objective is accomplished through a two-step process. First, selected DoDEA staff attend a train-the-trainer program provided by a contractor. Second, after becoming certified, those DoDEA staff train school-level staff, including all teachers. Certified trainers provide train-the-trainer sessions at DoDEA facilities in all eight districts worldwide at the rate of three district trainings per annum. The vendor also provides the necessary training materials so that DoDEA trainers can present the trainings to their colleagues as described above. In addition, the vendor provides recertification training in all four option years In accordance With (IAW) the Performance Work Statement (PWS). The applicable North American Industry Classification System (NAICS) code is 611430, Professional and Management Development Training. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting offers. DoDEA intends to issue solicitation No. HE1254-19-Q-0016 in support of this requirement. This will be a commercial procurement in accordance with FAR Parts 12 and 15. This requirement will be competed under Small Business Set Aside and may result in a single or multiple Purchase Order award(s) with a 5-year ordering period. The contract type will be firm-fixed price. The anticipated posting date of the solicitation is on or about 30 May 2019 and award date on or about 1 November 2019.
