Description: ASRC, Arctic Slope Regional Corporation Communications, LTD under the BOS contract FA3002-16-C-0004 is contemplating the issue of solicitation HE1156 Replacement CASS Compressor System. The work covered under this statement of work shall consist of installing equipment on the CASS pad, facility ID 7331, 456 Elam Rd, which is on the tools required for installing equipment on the CASS pad, making all electrical connections from the equipment to the existing Air outlet going to the CASS receiver. Performing equipment initial startup, and providing instruction to the operation of the equipment. The contractor will take all excess plumbing, electrical components, and other items they brought onto the base with them at the end of the installation. For this project ASRC will award based on the best value. Notice to Offeror (s)/Supplier (s): The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost. Qualifications: The vendor whose proposal is substantial conformity to the Specifications and Plans and who have satisfactory previous experience in the types of work contained in this solicitation and have a successful track record performing the types of work contained in the project. Award: The contract cannot be awarded until the USG has received, evaluated and accepted the winning proposal. Upon receipt of concurrence from the Government the Contracting Officer will execute the contract to the winning bidder. To be considered for award of this project a contractor must be aware that Vance AFB also has strict Base access regulation and commercial inspections are mandatory with each entry to the facility. Bid Evaluation: ASRC Federal must consider a bidder's experience, reputation for satisfactory work, reference checks, financial, technical competence, Duns & Bradstreet evaluation, and Past Performances. In addition to the factors listed this award will be best value. The best value criteria and details are contained in the document titled Replacement CASS Compressor System - Best Value Determination. The proposal submittal must be in three (3) separate envelopes. The envelopes must be marked prominently in the following way: "Envelope #1 Administrative Bid Documents" "Envelope #2 Technical" "Envelope #3 Bid Price broken down" Bids must be received at Vance Air Force Base no later than November 7, 2019 at 12:00 PM CST. Bids received after this time will not be considered. Emailed or electronic bids will not be considered.
