This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The Defense Threat Reduction Agency (DTRA), Albuquerque contracting division, AL-ACQ, plans to procure without using full and open competition, an upgrade of the currently utilized Lenel access system. The current Lenel access system utilized by DTRA Albuquerque does not include three buildings (Bldgs 20451, 20423, and 37541.) This project will extend the Lenel system to include these three locations and integrate them into the overarching Lenel system operated by DTRA in Albuquerque (BLD 20364). DTRA intends to issue a sole source contract to Ariel Industries, Inc., under the authority of FAR 13.106-l(b)(l)(i). The government believes that Ariel Industries, Inc., is the only small business source capable of fully meeting specific requirements unique to the current security setup at DTRA facilities. A description of the associated work is provided as an attachment to this posting. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement which shall be considered by the Government. The Government will consider responses received within 5 days of issuance of this notice. Capability statements shall be provided in accordance with the original Sources Sought Synopsis, which is included as an attachment. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
