The Solicitation will be posted to the Procurement Integrated Enterprise Environment (PIEE) website (https://piee.eb.mil/piee-landing/), under the Solicitation Module. All interested parties will have to create an account in PIEE to receive and respond to the solicitation. The DTRA, Research and Development Directorate (RD), Enabling Capabilities Department (EC) is seeking contractor support to provide a fully-integrated test and evaluation approach that recognizes test deliverables are defensible data products, analytical tools, and tangible new capabilities for the Combatant Commands. RD-EC conducts a variety of test operations, primarily in support of the other RD program departments within DTRA, but also for other DoD and USG organizations when consistent with DTRA’s and RD-EC’s mission space. The operations categorized as “test” may include typical test and evaluation of novel technologies or tactics, techniques, and procedures (TTPs), or a more formal verification and validation effort to prove capability prior to deployment within the military theatre of interest, specifically, an end-to-end test capability. The resulting contract from the solicitation is intended to be a five (5) year base effort with an option for another five (5) year effort. The contract is also intended to be a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a maximum ordering limit of $582M, if the option is exercised. The Contract will allow for multiple contract types (Firm–Fixed-Price ; Cost-Plus-Fixed–Fee; Cost and Cost-Plus-Incentive-Fee. Preproposal conference and site visit are anticipated after solicitation release.
