The Defense Threat Reduction Agency (DTRA), through its Biological Threat Reduction Program (BTRP), is seeking eligible performers to provide onsite construction observation and associated construction reporting activities with BTRP partners across Africa. This effort is currently known as the BTRP Africa Construction Observation Network (BACON).
