The Environmental, Safety, and Occupational Health (ESOH) Office (ES) seeks to procure In Vitro Sampling & Testing Services from a commercially accredited laboratory to ensure compliance with 32 CFR 188.6(a)(3)(i) which states,“Pursuant to DoD Instruction 4715.15, laboratories seeking to perform testing in support of the Defense Environmental Restoration Program (DERP) must be accredited in accordance with DoD Environmental Laboratory Accreditation Program (DoD ELAP)”. The ESOH Office previously contracted with GEL Laboratories (HDTRA118P0027 Contract Valued at $48,872; 12 Month Base and 4 (12) month options) using a sole source acquisition. The anticipated Period of Performance (PoP) for this requirement will be: 01 April 2023- 31 March 2024 (12 Month Base) 01 April 2024- 31 March 2025 (OY1) 01 April 2025- 31 March 2026 (OY2) 01 April 2026- 31 March 2027 (OY3) 01 April 2027- 31 March 2028 (OY4) To be eligible for this award, your proposal shall clearly document your organizations acceptance into the DoD ELAP program. Operation of the DoD ELAP is authorized by DoD Instruction 4715.15, Environmental Quality Systems, December 2006 (updated May, 2011). Laboratory conformance to the DoD QSM is required by the DoD Policy and Guidelines for Acquisitions Involving Environmental Sampling or Testing, November, 2007. Basis of Award: Full and Open Competition - Lowest Price Technically Acceptable (LPTA) Award Criteria: The Government intends to select the lowest price quote that has been determined to be Technically Acceptable. If the lowest priced proposal is not found to be Technically Acceptable, the Government will evaluate the next lowest priced proposal and so on. Proposals determined to be incomplete, unreasonable or unrealistic will not be accepted or considered for award. To support your proposal, your proposal should contain two volumes (Price volume, and a Technical volume). The price volume shall be in accordance with the instructions within this proposal. It shall include and clearly identify pricing that is factual, verifiable, and supportable. The price volume shall include pricing for the base and all option periods of the contract. The technical volume of the proposal shall contain detailed information for each technical element of the proposal, including explanation of the estimating processes used to develop the proposal in support of the PWS. The Technical volume shall also display how your organization meets DoD guidelines (Pursuant to DoD Instruction 4715.15) restricts environmental sampling and testing services to accredited commercial laboratories. Any other applicable technical information should be present in this volume to ensure full understanding of this contract requirement. In addition, please ensure your submission contains: - Company address, point of contact’s phone number and e-mail address, DUNS number, CAGE code, business size standard. and Tax Identification Number (TIN) as well as other business identifiers such as veterans-owned, discounts offered, and any other pertinent information required to issue a contract.
