This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, responses/quotes are being requested; further written solicitation will not be issued. This solicitation will be posted to the SAM.gov web-site as a FULL AND OPEN solicitation opportunity. The Defense Threat Reduction Agency (DTRA) is issuing this Combined Synopsis/Solicitation, HDTRA123R0030, as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The Government intends to establish one (1) or more Firm Fixed-Price Commercial Blanket Purchase Agreements (BPA) with vendors that provide the Lowest Priced Technically Acceptable (LPTA) Offers for this requirement. The tentative period of performance for the BPA(s) is January 16, 2023 - January 15, 2028. The Government is under no obligation to issue an order (Call) against any BPA Agreement. An annual notice will be posted to canvas the market for more affordable sources, each year of the performance period. Using FAR Part 13, Simplified Acquisition Procedures: the Government is issuing one or more Blanket Purchase Agreements (BPA) for commercial gym membership services within a five (5) mile radius of Reston, Virginia. Reston is a census-designated area in Fairfax County, Virginia. The full Statement of Work is attached herein (Attachment 1). This invitation for Quotes is Full and Open, under NAICS Code 713940 (Fitness and Recreational Sports Centers), with a small business size standard of $17.5M. The Product Service Code (PSC) for this action is U005. The Government intends to award a single Firm-Fixed Price Blanket Purchase Agreement. The BPA shall have up to a five (5) year period of performance (POP) and an established (5-year) ceiling of $600,000.00. Calls against the BPA are not expected to exceed $120,000 per year. The ceiling can be increased/decreased at any time by the Contracting Officer via a bilateral modification to meet future needs. Contractors who want to be considered for a BPA shall submit a Capability Package demonstrating their capability to meet all requirements defined in the Statement of Work (SOW) (Attachment 1). Submission packages should contain 1) a completed Requirements Checklist (Attachment 2) demonstrating that their facility meets the criteria outlined in the Statement of Work, AND 3) a completed and signed Price Sheet (Attachment 3). Mandatory Registrations: To be eligible to receive an award resulting from this RFQ, the apparent successful Offerors must be registered in the System for Award Management (SAM) and registrations must be current and contain no exclusions. If your Representations and Certifications are not current, go to https://www.sam.gov to register and update your account prior to the closing date of this RFQ. There will be no exceptions. Awarded BPAs shall be made to the responsible Offeror(s) who provide a Requirements Capability statement (Attachment 2) demonstrating that they can meet all of the criteria. Awarded BPAs shall incorporate all Terms and Conditions defined in combined synopsis/solicitation reference. NOTE: GOVERNMENT WILL NOT AWARD TO THIRD (3rd) PARTY ENTITIES. RESPONSE INSTRUCTIONS: Questions about the technical or contractual details of this procurement must be submitted via email no later than 10:00 AM, Eastern Time on Friday, January 6, 2023 to Contract Specialist Ernest Caldwell at ernest.caldwell.civ@mail.mil (and copy sharon.c.lightfoot.civ@mail.mil). When submitting questions, please include the RFQ #, Title and “Questions” in the subject line. Answers to questions will be provided as an Amendment to the RFQ. Quotes must be received via email to Contract Specialist, Ernest Caldwell at ernest.caldwell.civ@mail.mil (and copy sharon.c.lightfoot.civ@mail.mil) no later than 2:00 PM, Eastern Standard Time, on Friday, January 13, 2023. Responses received after 2:00 PM, EST, January 13, 2023, or without the required information, will be considered non-responsive to this solicitation and will not be considered.
