The Defense Threat Reduction Agency (DTRA) issues this request for information to seek potential sources that are interested in and are qualified to provide a mobile networking solution as prescribed within the attachment provided herein. This project requires: 1. Provide cellular data service, without speed cap, at minimum 3G, ideally 4G LTE or faster 2. Ensure cellular data service & service speeds are available for consistent use in all primary customer operating locations and scalable to all possible locations with little to no notice (approx. 200+ countries worldwide) 3. Provide data capable of running on multiple cellular networks/companies in a given country (desired minimum is two) to ensure broad coverage in a given location. 4. Provide online solution management system capable of controlling individual or batched SIMs by a chosen DTRA administrator(s) 5. Ensure the network has the ability to activate/deactivate SIM cards/eSIM remotely, including out of country. 6. Ensure SIM cards/eSIM inserted into devices do not draw chargeable data until activated by the system administrator in the online enterprise management system 7. Provide at least 75 physical SIM cards to each team (approx. 450 SIM cards to include spares). 8. Provide billing on a “pay per usage” structure. Billing should include cost per hardware (i.e. SIM card), fees for system access (i.e. online SIM management system), and cost per data consumption (i.e. cost per megabyte/gigabyte). This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award. Response Requirements: The U.S. Government invites vendors to respond to this RFI that have the capability to meet the Government parameters and would have an interest in bidding on this requirement. Responses shall be limited to five (5) pages and shall include the vendor’s company name, point of contact, email and telephone number of point of contact, size of the vendor, preferred NAICS code if any, and cage code. Responses can be submitted to tabitha.a.everly.civ@mail.mil no later than May 03, 2022 at 03:00PM EST. Any and all information submitted in response to this notice is strictly voluntary and in no way obligates the U.S. Government to a monetary compensation or otherwise to make a contract award. The U.S. Government will not return any submitted data and information.
