For RFP HDTRA120R0076, the Government is still in the evaluation phase of the initial proposals, and we anticipate issuing evaluation notices by April 2022. We will not provide any more updates on the status of the RFP. Please note that the RFPs will be posted immediately upon approval and clearance. UPDATED December 28, 2020 Anticipated RFP release of HDTRA120R0006 and HDTRA120R0076 will be delayed by another week. Estimated release day is January 15, 2021, but may also be delayed into the following week. These documents ARE NOT part of the RFP. This material is provided in response to industry day questions requesting more information about previous contracts and requirements and may be used as references. Future task order requirements may look similar but will not be exactly the same as previous contract requirements. During the pre-RFP stage, all notices posted here are intended to apply to both HDTRA120R0006 and HDTRA120R0076. The final RFP will be issued under separate postings for each HDTRA120R0006 and HDTRA120R0076. UPDATED November 24, 2020 The updated anticipated RFP release date, which is on or about January 6, 2021, applies to the solicitation for the Large Business Pool (HDTRA120R0006) and the Small Business Pool (HDTRA120R0076). DTRA plans to issue the solictiations for both pools at the same time. In addition, a draft version of a Master Labor Rate Schedule applicable to the Small Business Pool draft RFP, HDTRA120R0076, is posted with this update. UPDATED November 18, 2020 The anticipated release date of this RFP will be delayed to on or about January 6, 2021. We will continue to update this posting with draft materials and approved Bidder's Library materials. Bidder's Library materials may include previous SOWs and programmatic slide decks to help vendors understand the various DTRA missions. UPDATED November 13, 2020: The questions and answers from Industry Day and the Draft RFP are now posted. In addition, we have posted draft versions of the Past Performance Questionnaires for both the Large and the Small Pool RFPs, the draft Past Performance Questionnaire Inventory, and revised drafts of the Statement of Objectives (SOO). The revisions to the SOO necessitated a separate SOO for the Large and Small Pool RFPs, and they are both attached. We are continuing to develop the draft versions of the remainder of the RFP attachments, and we will post them as soon as they are available. The document is named "AEMSS Interested Vendors". Also, as discussed during industry day, DTRA will require proposals to be submitted via the Solicitation Portal, which is located in the Procurement Integrated Enterprise Environment (PIEE) suite. In order to do so, vendors must be registered as a Proposal Manager in PIEE. In anticipation of this, attached are instructions on how to register for the Proposal Manager role in PIEE along with an attachment listing frequently asked questions regarding the registration process. UPDATED August 12, 2020: The Assessment, Exercise, and Modeling & Simulation Support (AEMSS) Acquisition Plan has been approved. DTRA will solicit the AEMSS requirement on a full and open competition basis with the intent of awarding a multiple-award indefinite-delivery indefinite-quantity (IDIQ) contract. Two (2) pools of contractors will be established: one large business pool and one small business pool. Each pool will consist of up to three IDIQ contracts awarded for a total of up to six (6). The ceiling will be $850 million and will be shared among the two (2) pools. The requirement will be competed under NAICS code 541330, “Engineering Services”, and the size standard of $41.5M for the Military and Aerospace Equipment and Military Weapons exception will apply. DTRA still anticipates releasing the draft RFP by the end of August. UPDATED July 17, 2020: The anticipated release of the draft Request for Proposal (RFP) has been changed to the end of August. UPDATED May 28, 2020: In anticipation of approval of an acquisition approach that seeks the establishment of an IDIQ with two contractor pools, DTRA is hereby releasing and attaching to this announcement a draft Statement of Objectives (SOO) to address the full scope of the requirements it is seeking solutions for under this IDIQ. The draft SOO is notional and entirely dependent on the approval of the acquisition approach; as such, the draft SOO may be rescinded. Currently, DTRA still anticipates release of the draft RFP during the last week of June. DTRA continues to look for suitable means to conduct an industry day in the current environment, which will most likely be virtual formats. At this point, the DTRA team is considering holding separate sessions with smaller groups of interested vendors. The details of which will be announced shortly after the release of the draft RFP. UPDATED Apr 20, 2020: The anticipated timeframe for the release of the draft Request for Proposal (RFP) has been changed to the last week of June, and we are continuing to explore various options for conducting an industry day after the release of the draft RFP. DTRA is continuing to work on the requirement, but because of the circumstances surrounding the COVID-19 outbreak, we are unsure of when we will be able to host the industry day.
