SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION DEFENSE THREAT REDUCTION AGENCY COOPERATIVE BIOLOGICAL ENGAGEMENT PROGRAM Laboratory Upgrades at the Pak Chong FMD RRL Synopsis: This is a Sources Sought Notice/Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award. Background: The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing services for upgrades at the Foot and Mouth Disease Regional Reference Laboratory (FMD RRL) located in Pak Chong, Nakornratchasima, Kingdom of Thailand. Potential requirements include: - Security enhancement - Redress of structural issues - Equipment replacement, or provision, including installation - General renovations and infrastructure upgrades - Post-upgrade training - Post-upgrade sustainment Purpose and Objectives: Specifically, DTRA is interested in sources possessing the following attributes: - Proven VAT exempt status in Thailand. - Clearly demonstrated understanding and knowledge of the FMD RRL's history, operations, mission, vision, and leadership. Ideally, to include an existing working relationship with the laboratory. - Clearly demonstrated knowledge of, and experience with, BSL-3 laboratory design, construction, renovation, and sustainment in Thailand. Clearly demonstrated knowledge of, and experience with, BSL-3 laboratory design, construction, renovation, and sustainment in Southeast Asia. Response Requirements: The U.S. Government invites sources to respond to this RFI that have the capability to meet these criteria. Any and all information submitted in response to this notice is strictly voluntary and in no way obligates the U.S. Government to a monetary compensation or otherwise to make a contract award. The U.S. Government will not return any submitted data and information. Submission Instructions: Responses shall be limited to three (3) 8X11 pages and shall: Confirm source's ability and interest to meet purpose and objectives provided; Identify any aspects of the requirements stated that cannot be met. Provide past performance information. Include Company information: Company name, CAGE Code, DUNS Number Name, mailing address, phone number, e-mail of designated point of contact. The responder should provide information to Contracting Officer Mr. V. at dtra.belvoir.acq-and-log.mbx.acoc-records@mail.mil with the subject COMPANY NAME_FMDRRL no later than 12:00PM EST on Thursday, May 16, 2019.
