This notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a Sources Sought Notice and is not a request for competitive quotes/proposals. The intent of this Sources Sought Notice is Market Research to identify socio-economic vendors or small businesses that are capable of performing any part or all of this planned requirement. The Defense Threat Reduction Agency’s (DTRA) provides cross-cutting solutions to enable the DoD, the United States Government, and international partners to DETER strategic attack against the United States and its allies; PREVENT, reduce, and counter Weapons of Mass Destruction (WMD) and emerging threats; and PREVAIL against WMD-armed adversaries in crisis and conflict.” As a Combat Support Agency, DTRA’s expertise and global perspective uniquely postures us to provide rapid solutions to Combatant Command (CCMD) mission requirements; ensuring our programs, expertise, and capabilities align to the warfighter needs. DTRA’s analysts, planners, scientists, and program managers work with the interagency to anticipate, illuminate, and proactively mitigate WMD and emerging technology threats using our wide range of capabilities. DTRA’s Strategic Integration Directorate (SI) shapes DTRA’s response to the challenges and priorities set forth in the National Defense Strategy, focusing the Agency’s operations, activities, and investments (OAIs) in a manner that maximizes their cumulative effect in support of our warfighting customers. To accomplish this, full spectrum CWMD support, DTRA requires a flexible, timely and responsive subject matter expert (SME) internal work force; combined with highly specialized contracted support to accomplish the CWMD mission. The A&AS support requirements for these CWMD efforts fall into these areas as summarized below: Strategic planning and strategy management for development and execution of the Agency’s vision, mission goals, and objectives. Operational-level planning for development and support of joint CWMD mission strategy, plans, policy and doctrine. Scientific, technical, analytical, advocacy support to enhance CWMD capabilities and support to the Planning, Programming, Budget, and Execution (PPBE) process. Technical, scientific, operational and policy-related advice and administrative support to CWMD groups, committees, organizations, and Inter-Agency co-ordination functions. Agency-wide strategic planning, strategy management and implementation, performance management and measurement analysis, operations research analysis, policy integration, and organizational assessment support. Regional engagement, coordination, analytical, operational, and technical support. Conduct of countering WMD mission planning, exercises, and operations, actions, and initiatives (OAIs). Conduct of government-hosted unclassified and classified meetings, conferences, symposiums, and exercises. Subject matter scientific and technical expertise to support, conduct, and coordinate CWMD studies, special projects, opportunity analysis and activities. Program management, task order management, and administrative support. The contract will also address supporting the implementation of Information Resilience efforts to address Foreign Malign Influence (FMI) and specifically adversary disinformation aimed at the Agency’s people and programs. The desired condition for these efforts will ensure DTRA and its partners are resilient in the information environment, proactively connecting messaging to action to achieve integrated information deterrence. The A&AS support requirements for Information Resilience efforts fall into these areas as summarized below: Characterizing and Assessing the Information Environment Research, analyze, and deeply understand foreign narratives aimed at DTRA and its partners, to include the complex issues/problems areas for the CWMD Community of Interest, CCMD, and DoD components. Characterize the evolving foreign online/offline media landscape (social media, articles, and other media sources) for countries of interest to ensure monitoring of appropriate target audience platforms using Publicly Available Information (PAI) Understand foreign FMI campaigns and incorporate DTRA mission context, including Operations, Activities, and Initiatives (OAIs) Creating Information Advantages for the Agency Develop and provide the Government with proactive Agency messaging aimed at increasing transparency of DTRA’s OAIs and capabilities. Provide expertise to implement messaging with mission concepts, activities, actions, operations, and plans. Collaborate and assist DTRA Directorates with messaging concepts. Deliver recommendations to the Government for review and coordinate with the Public Affairs Office through message dissemination. Tracking, analyzing, and maintaining visibility on Agency Operations, Activities, and Investments (OAIs). Support the application development of data visualization tools (i.e., SharePoint, survey tools, application coding and functions and geospatial information systems) to facilitate interagency data sharing and collaboration on key FMI-related issues, to include dashboards, playbooks, and knowledge bases. Empowering Allies and Partners Provide analytical, technical, and administrative support for activities aimed at incorporating information resilience into the Agency’s planning, campaigning, exercising, and crisis response activities. This support includes: identifying, analyzing, adjudicating, and documenting Agency Process requirements, as well as tracking Agency exercises and supporting Information Environment injects, as appropriate, for CCMD consideration. Protecting the Agency Provide analytical, technical, and administrative support for day-to-day activities to include implementation of internal Information Resilience training initiatives at DTRA. Support the DTRA IRO training program to include recommending training objectives, decision criteria, schedules, and content. Facilitate communication with stakeholders to include verbal and written communication and scheduling of engagements, tracking participation, and administrative support during training. Provide feedback assessments to the Government to assist with the evaluation and monitoring of the program. Supporting external relationships and authorities Utilize analytical, evaluative techniques and methods to identify, develop and sequence cross-government and partners opportunities to affect threats posed by FMI. Document methods and results and deliver to the Government. Participate in engagements with USG and international partners and stakeholders to gain first-hand knowledge of stakeholder activities and enablers having bearing on the FMI topic. Report key findings and information to the Government. DTRA’s contracting activity intends to issue a Cost Plus Fixed Fee (CPFF) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The objective of this requirement is to provide fully integrated subject matter expertise with advisory and assistance support services to the SI Directorate in support of DTRA’s mission. The requirement will be awarded as a 1-year Base and four 1-year Option periods. This notice is to assess the small business subcontracting capabilities that are available on the open market. Interested parties have 15 days from the date of publication of this Notice to submit in writing (using the email address below) clear and convincing evidence of their team’s qualifications and/or capabilities to provide any/all of the services required under this planned procurement. Such qualifications and/or capabilities will be used for the purpose of determining whether or not to set aside any portion of this procurement for subcontracting opportunities by small businesses. Responses received after 15 days or without the required information, will be considered non-responsive to this notice and will not be considered. In the absence of qualified sources, this solicitation will be competed as full and open, pursuant to FAR 6.1.
