This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for software development services as a logical follow-on effort to the current JICAP development. DTRA intends to issue a sole source contract to pExchange LLC., 4250 Fairfax Dr., Suite 600, Arlington, VA 22203-1665 under the authority of FAR 13.106-l(b)(l)(i). The government believes that pExchange LLC is the only source capable of completing the final phase of software development necessary to integrate the current JICAP system into the Army’s cProbe environment and that no other vendor is able to satisfy this requirement. The NAICS Code for this procurement is 5415112. The Government intends to acquire commercial items and servicesusing the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed follow-on effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
