Furnish all supervision, personnel, equipment, and supplies necessary to perform shelf stocking, and custodial operations for the Defense Commissary Agency (DeCA), Forest Glen (Formerly Walter Reed) Commissary, located near Silver Springs, Maryland, in accordance with the Government's Performance Work Statement (PWS). The solicitation includes a base period (June 1, 2022 through May 31, 2023) and four one-year option periods. This acquisition is a 100% set-aside for Small Business concerns. This requirement has been placed on the Procurement List (PL) under the provisions of the Javits Wagner-O'Day (JWOD) Act (41 U.S.C. 46-48c). Therefore, it will be solicited under the Commercial Cost Comparison (C3) solicitation procedures. Offers submitted in response to this solicitation will be reviewed in conjunction with the price submitted under the provisions of the JWOD Program. If the JWOD price is more than 15% of the otherwise successful commercial offeror's price, an exception to the government's mandatory use of the PL will be granted and an award will be made to the commercial offeror. The North American Industrial Classification System (NAICS) number is 561990, and the business size standard is $12 million. This solicitation and all attachments necessary to prepare a proposal will be available from FedBizOpps on or about August 4, 2021, with a tentative closing date of on or about September 28, 2021 at 12:00 p.m. EDT. A site visit is tentatively scheduled for August 19, 2021 at 10:00 a.m. (local store time); however, the actual date will be annotated on the Standard Form 33 continuation page, Information to Offerors, when the solicitation and its attachments are posted.
