The Defense Commissary Agency (DeCA), is issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in, and the resources for, providing gift card services. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this request is voluntary and will assist in selecting the appropriate solicitation type/method. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. The Government is specifically performing Market Research to see if there are potential vendors who can maintain DeCA’s existing turn-key Gift Card Program. This Program provides all stores (worldwide) the ability to activate and accept gift card stock to include solution management, both financial and physical. To maintain this system, the vendor must provide at a minimum: Interaction between the military exchanges and DeCA for cooperative gift card transactions (purchases of gift cards in coordination with their vendor SVS); Configuration and testing; Maintenance; Web sales via a secure internet link for gift card ordering; Card stock administration; Inventory tracking; Shipping and logistics of the physical card stock; Liability retention (line of credit, security bond, or insurance for outstanding gift card balances); Reconciliation and settlement activities; and Card stock supply. SUBMISSION INFORMATION: COVER SHEET - 1 page Vendor name, address, website, Data Universal Numbering Systems (DUNS) Number, and Commercial and Government Entity (CAGE) Code. Type of business, including socio-economic category (Large, Small, 8(a) Participant, Small Disadvantaged Business, HUBZone, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, or Non Profit) If applicable, GSA contract number, schedule. CAPABILITIES STATEMENT & MARKET INFORMATION: Interested parties are requested to submit an unclassified capability statement (limited to 10 pages) that provides specific, detailed information regarding the following: Describe the core features of your Gift Card Solutions, including your ability and experience. Describe your experience integrating with 3rd party gift card programs (similar to DeCA’s interaction with other DoD resale agency’s described above). Describe how you would approach integration with other DoD resale agency’s. BACKGROUND/PAST EXPERIENCE: Provide the following information for two (2) past performances in an environment of similar scale completed within the last five (5) years. The name and value of each project; The name, address, telephone and email address for point of contact; A description of each project, including challenges and successes; and Your company's role and services provided for each project.
