The solicitation closing date has been changed to January 23, 2020 at 3:00 PM (EST), responses to vendor questions are included and the Performance Work Statement (PWS) has been updated. The Defense Commissary Agency (DeCA) will be soliciting responsible sources with current relevant qualifications, experience, personnel and capability to provide the labor, management and assorted food products necessary to support in-store specialty delicatessen and bakery resale operations, to include sushi, where applicable, for 6 Defense Commissary Agency (DeCA) East Area commissary locations. Ownership of all products shall remain with the contractor until products are scanned at the commissary front-end register. The offeror(s) will submit its proposed price as a percentage of savings to the commissary patron. Site visit information will also be stated in the solicitation. The solicitation will be available for download on the internet at FedBizOpps (www.beta.fbo.gov) on December 6, 2019. The NAICS code is 722310 for this requirement and the size standard is $41.5M. The Government contemplates award of a fixed price contract resulting from this solicitation. Performance is anticipated to commence on or about May 1, 2020. The period of performance will consist of one 24-month base period plus three 12-month option periods. For the purpose of this solicitation, there will be 6 commissary locations grouped geographically into one Contract Line Item Number (CLIN) at the identified as follows: McGuire AFB, Carlisle Barracks, Fort Drum, Fort Hamilton, West Point and Saratoga Springs. The Government will award one contact resulting from this solicitation based on evaluation using the best value tradeoff process.
