Presolicitation Notice The Defense Commissary Agency (DeCA) is seeking a contractor/contractors with current, relevant qualifications, experience, personnel, and capability to provide the labor, management and assorted food products necessary to support In-Store Specialty Delicatessen and Bakery Resale Operations to include Sushi for 17 Defense Commissary Agency (DeCA) East and West commissary locations. Ownership of all products shall remain with the contractor until products are scanned at the commissary front-end register. The offeror(s) will submit its proposed price as a percentage of savings to the commissary patron. Site visit information will also be stated in the solicitation. Solicitation HDEC02-18-R-0005 will be issued for this requirement on or about February 21, 2019. The solicitation will be available for download on the Internet at FedBizOpps (www.fbo.gov) on the issue date. The NAICS code is 722310 for this requirement, and the size standard is $38.5M. The Government contemplates award of a fixed price contract resulting from this solicitation. Performance is anticipated to commence on or about July 1, 2019. The period of performance will consist of one 24-month base period plus three 12-month option periods. The opportunity for the contract awardee(s) to earn an additional five Award Terms of 12-months each will be included in the contract. For the purpose of this solicitation, there will be 17 commissary locations grouped geographically into two Contract Line Item Numbers (CLIN)s in the Defense Commissary Agency's (DeCA) East and West Area commissary locations identified as follows: CLIN 0001: DeCA East Area (7 locations in Virginia): Fort Eustis, Fort Lee, Langley AFB, Little Creek NAVPHIBASE, Norfolk NAVSTA, Portsmouth NNSY, and Oceana NAS CLIN 0002: DeCA West Area (10 locations in Texas): Corpus Christi NAS, Dyess AFB, Fort Hood I-Clear Creek, Fort Hood II-Warrior Way, Fort Sam Houston, Fort Worth, Goodfellow AFB, Lackland AFB, Laughlin AFB, and Randolph AFB The Government will award one or more contracts resulting from this solicitation based on evaluation using the best value tradeoff process.
