The Defense Information Systems Agency (DISA) Transport (IE), requires access (user name and password) to four proprietary software databases (Wholesale Bandwidth Pricing, Global Bandwidth Research Services, and Local Access Pricing Services, and Ethernet Pricing Service.) These proprietary software databases are owned and controlled by Primetrica, Inc., doing business as (DBA) TeleGeography Research. The information from these proprietary software databases are required to support DISA IE and their management of circuit leases. The information from the proprietary databases will be analyzed and used in circuit provisioning procedures to reduce the government’s megabits per second (Mbps) costs, and using commercial rates on the applicable Mbps and their total costs associated with the government’s circuit leases at commercial rates is expected to be substantially reduced, as a result. Presently DISA IE manages about 2,400 circuit leases, and estimates that the government is capable of saving approximately 24% on its commercial circuit leases with the implementation of the information from the TeleGeography Research software databases. TeleGeography is the only identified source to meet agency requirements to allow for benchmarking of DISA’s circuit lease costs against the average industry competitive rates. The period of performance will be one year following the date of award.
