This is a notice of proposed contract action that the Defense Information Technology Contracting Organization (DITCO) Mobility Section PL8414, 2300 East Drive, Scott AFB IL 62225, intends to issue a sole source contract to Quark Security, Inc., 10320 Little Patuxent Pkwy, Suite 320, Columbia, MD 21044, for the procurement of Department of the Defense (DoD) Mobility Classified Capability - Secret (DMCC-S) Data-at-Rest (DAR) Two-Factor Authentication (2FA) Solution. The solution must be compatible with the current Quark kernel level security configuration policy. Additionally, the solution must have the ability to whitelist DISA approved applications that operate under the current Quark kernel level security configuration policy utilized on the DMCCS device. At this time, Quark Security, Inc. is the only source capable of providing a DAR 2FA solution that meets all of the required capabilities. The statutory authority is Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1). (Open Market Purchase Order) Soliciting from a single source (including brand name). Anticipated award execution is January 2019. The award will be firm fixed price as a one-time purchase. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency NLT January 7, 2019 at 12pm Central.
