The requirement is for rapid delivery of the full range of CFBLNet Design, Transition, and Operation (DTO) capabilities supporting U.S. Air Force Mission Partner Capabilities Office (MPCO), MPE, NATO, coalition, Mission Partner, and U.S. initiatives. Services must comply with all MPE standards, specifications, governance, technical implementation, Joining/Membership/Exiting Instructions (JMEI), and mission-based interoperability compliance and assessment requirements as summarized or referenced in DoDI 8110.01. The work must also be compatible with, or help implement, the current CFBLNet Manual “Organization and Responsibilities” and associated chapters. Providers must comply with all DISA PAE MPE-issued Instructions, Policies, and Tactics, Techniques, and Procedures (TTP).
