The nature of this action is to modify the Justification and Approval (J&A) to extend the ordering period by exercising OY1 of the Defense Commissary Agency (DeCA) Commissary Advanced Resale Transaction System Replacement/Modernization (CARTS R/M) Indefinite Delivery/Indefinite Quantity contract with IBM. This is Mod 3 to the J&A originally approved August 5, 2021, with bold text repressenting the updated language form the original J&A. Mod 1 was approved April 25, 2023, to increase the CARTS/R/M ceiling and exercise opton year 1 (OYl). Mod 2 is being executed due to the intent to exercise option year 2 (OY2) of the DeCA CARTS R/M contract and update the details for related procurements. Mod 3 is being executed due to the intent to exercise OY3 of the DeCA CARTS R/M contract and update the details for related procurements. The current DeCA CARTS R/M contract ceiling has been determined to be sufficient; thus, no further ceiling increase is being sought with MOD3. The J&A is attached.
