DITCO-Europe is seeking information and ROMs with options for a 50 Mbps and 100 Mbps commercial leased circuit between the following locations: Location 1 - Kenya Medical Research Institute (KEMRI) Headquarters (off Mbagathi Way), Nairobi, Kenya, 29893-00202 and Location 2 - Bldg 315, Camp Lemonnier, Djibouti. Circuit will need to support Jumbo Framing with 4,400 IP Maximum Transmission Unit (MTU), if possible. SATCOM solutions are not requested. Request ROMs for both a physically protected and non-protected circuit. The purpose of this RFI is to request the commercial vendors answer the following questions: Does capacity exist today to fulfill this request? Can 100% path diversity be met? What is the lead time to design, implement, test, and activate the requested service? If 100% path diversity is not possible, what is the minimum path diversity available without a build out? (Please be as detailed as possible to include the locations of known PoPs/LECs/etc.) What is the lead time to design, implement, test, and activate? If 100% path diversity is not possible, what is the minimum path diversity available with a build out? What is the lead time to design, implement, test, and activate? Can this request be fulfilled without using covered equipment per NDAA 2018 and NDAA 2019? What is the approximate price for each of the solutions provided? Response Guidelines: Interested parties are requested to respond to this RFI with a white paper. Submissions should be single spaced, 12-point type with at least one-inch margins on 8 1/2” X 11” page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. Industry Discussions: DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks.
