Solicitation HC101922R0003 is a request for proposal (RFP) for the Configuration Accounting Information Retrieval System (CAIRS) Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) Support Services within the NCTAMS PAC area of responsibility (AOR). CAIRS.NET is the Navy approved software for the Base Communications Offices to provide switch interface for update, call billing, and asset management. The CAIRS.NET application provides the means to manage, operate, update Base Telephone switches and provides the capability to manage the billing for authorized customers, to include toll and long-distance charges. This service support and maintenance contract will ensure this capability will remain intact across the Theater and provide patches to support requested features, upgrades, and ensures the security of the system. Unique Communications Solutions is the only authorized supplier for the CAIRS.NET system, and as such, is the proprietary owner of all hardware and software. The Contractor shall provide services support that includes: Licensing Fees and remote (Tier II) maintenance escalation support, remote diagnostics, technical documentation and publications, software support, upgrades to most current versions of software and other requirements. This system is neither classified nor does it process classified information. NCTAMS PAC AOR requires continuous contracted maintenance support to keep the CAIRS software packages updates current to meet Joint Interoperability Test Command (JITC) and Information Assurance (IA) security requirements. This new CAIRS Regional Support Services will be the follow-on contract to replace the NCTAMS PAC Regional CAIR’s Support Contract (HC1019-16-C-2011) that had expired 25 September 2021. The resultant contract period of performance is anticipated to consist of a 12-month base plus four - 12-month Options. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 and Defense Federal Acquisition Regulation Supplement. North American Industrial Classification Standard (NAICS) 541511 and Size Standard of $30,000,000.00 apply to this procurement.
