It is a combined synopsis/solicitation under FAR Part 12 for commercial products/services, issued as an RFQ for telecommunications services and set aside for small business concerns with a 1500-employee size standard (NAICS 517121, PSC DG11). Quoted prices must be identified as monthly recurring and/or non-recurring charges, with CLINs including descriptions, quantities, and units of measure as indicated in the IQO Deskbook. Quotes will be evaluated using the lowest price technically acceptable (LPTA) source selection process, with specific criteria and other details in the attachment.
