The TVS contract will be used to provide the Department of Defense (DoD) with Long Distance Switched (LDS) and Toll-free Service-Switched (TFS-S) in support of migrating current existing services off the expiring General Services Administration (GSA) contracts, which expires 2024, and the DoD Commercial Voice Services (CVS) BPA, which expires 2025, with the same level of quality service. These legacy services are required to remain in place as the DoD community moves into the Internet Protocol (IP) based Unified Capabilities services. TVS is a single award, open market Indefinite Delivery Indefinite Quantity (IDIQ) contract whose geographic scope includes all regions and theaters. The services are primarily LDS and TFS-S focused between and among Government-designated locations. It is not intended just for the migration of existing LDS and TFS-S, it may be used for any DITCO customer requirements for LDS and TFS-S, as described in the solicitation requirements. *The purpose of AMD01 is to: Incorporate FAR clause 52.204-30, Respond to questions by adding “Attachment 5 - Questions_Answers,” update Section J to reflect the incorporation of Attachment 5, and attach a Revised PWS “Attachment 1 - PWS_Revised_V1.” *The purpose of AMD02 is to: Respond to additional questions by adding “Attachment 5 - Questions_Answers_V2” and attach a Revised PWS “Attachment 1 - PWS_Revised_V2.” *The purpose of AMD03 is to: Extend the due date of the RFP to Tuesday, March 5, 2024. *The purpose of AMD04 is to: Cancel RFP for solicitation HC1013-24-R-0003 in its entirety.

The Defense Information Systems Agency (DISA) is providing industry and potential offerors with notice that the Request for Proposals (RFP) for the Transitional Voice Services (TVS) requirement will be issued on or around January 23, 2024, on https://sam.gov. Written proposals will be accepted in response to the solicitation. All pertinent technical information will be included in the solicitation documents. The anticipated award date is April 1, 2024 (subject to change). A Sources Sought Notice was posted for this requirement under tracking number 832366670. The TVS requirement will provide the Department of Defense (DoD) with Long Distance Switched (LDS) and Toll-free Service-Switched (TFS-S) Services in support of migrating current existing services off the expiring General Services Administration’s Networx Universal contracts, which expires 2024, and the DoD Commercial Voice Services Blanket Purchase Agreement, which expires 2025, with the same level of quality service. The contract will be awarded competitively as a full and open single-award Indefinite-Delivery Indefinite-Quantity contract with a 5-year base period and one 5-year option year period. The contract will be awarded to the offeror who provides the lowest priced technically acceptable proposal utilizing the procedures listed under FAR Part 15. The product or service code is DG11 and the North American Industry Classification System code is 517111. The proposed solicitation number is HC101324R0003. The place of performance will be defined in the individual task orders. This is not a request for proposals, and any proposals received as a result of this notice will not be considered. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government.
