The Government reserves the right to not answer questions submitted after this time. Responses to questions posed will be provided to all as soon as possible. Contractors should prepare quotes during this timeframe with the expectation that the quote deadline will not be extended. Amendment 01: This amendment is extending the proposal due date from May 3, 2021 to May 19, 2021 at 12:00pm CST. Responses to questions are still being prepared and will be provided in a forthcoming amendment. The subsequent amendment will also revise the proposal due date as needed. Amendment 02: The RFP due date is held in abeyance until such time as the Government is able to respond to questions and update documents accordingly. A new amendment will be forthcoming to define a new solicitation due date. Amendment 03: This amendment is to provide answers to questions received in response to this RFP. As a result, some documents have been revised. Revised documents are attached. Additional questions shall be received by DITCO no later than June 28, 2021 at 4:00 pm CST. The proposal due date has been extended through July 9, 2021. Amendment 04: This amendment is to revise the CLIN numbering within the RFP to remove a duplicative entry as identified in the Question and Answer period. The affected CLIN has been revised to read as "REMOVED". The proposal due date remains at July 9, 2021. Amendment 05: The purpose of this amendment is to provide answers to questions received during the second Question/Answer period which ended on June 28, 2021. As a result, some documents have been revised and are incorporated. At this time, the proposal due date is not being extended and remains at July 9, 2021. Amendment 06: The purpose of this amendment is to extend the proposal due date. Proposal due date is now July 16, 2021 at 2:00 PM CST.. Amendment 07: The purpose of this amendment is to provide updated documents (PWS, Pricing Worksheet, and Addendum) and the CLIN list has been updated based on updates to the pricing worksheet. As a result of the updates, the proposal due date is extended until July 19, 2021 at 2:00 PM CST.

This Pre-Solicitation Notice serves as notification to industry of the upcoming Request for Proposal (RFP) package for Enhanced Mobile Satellite Services (EMSS) Equipment, Provisioning, and Customer Care. This requirement is to establish a single-award ordering vehicle that will deliver a supply of various Iridium-certified equipment and products (e.g., “items”), provisioning support, and 24/7/365 dedicated help desk support to all authorized EMSS customers including the Department of Defense (DoD) and federal government, state and local government, approved foreign and allied governments, and other sponsored customers. The solicitation and resulting contract will consist of a 1-year base period, with four 1-year options. DITCO intends to negotiate a single Indefinite-Delivery, Indefinite Quantity (ID/IQ) type contract. DITCO anticipates to make award selection of this competitive aquisition by utilizing FAR 15 Best Value Tradeoff Analysis.
