(U) Purpose (U//FOUO) The RFI is issued to seek feedback on a Statement of Work (SOW) for an interested party to provide a full range of program support, policy support and advisory and assistance services to support the needs of the USCYBERCOM J9 Executive Front Office. This is a Request for Information (RFI) only. This is not a Request for Proposals (RFP). No solicitation is available at this time. (U//FOUO) This RFI is requesting information from both large and small businesses, including the following subsets: Small Disadvantaged Businesses (SDBs), Historically Underutilized Business Zones (HUBZone) Firms, Certified 8(a), Serviced-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Women Owned Small Businesses (WOSBs). (U//FOUO) USCYBERCOM intends to use the information gathered from the submission to determine interested parties, refine the SOW requirements, and develop an acquisition strategy. Early industry involvement is critical to the success of this contemplated acquisition while providing the USCYBERCOM operators with superior and cost-effective services. (U//FOUO) Through the responses provided, the Government intends to obtain the following information: a. Industry's capabilities to meet the acquisition and technical characteristics described in Section 3. b. Industry input and suggestions on requirements, acquisition, and management approaches in a way that would maximize innovative approaches and solutions, while minimizing cost and improving schedule. c. Feedback on refining and improving the proposed acquisition and technical characteristics. d. Acquisition recommendations, including contract type, contract structure, strategies to maximize competition and strategies to maximize small business participation. 2. (U) Background (U//FOUO) USCYBERCOM J9 is tasked to coordinate, integrate, and prioritize cyberspace capability development efforts to rapidly deliver joint operational projects through integrated project delivery. The Director of the J9 provides guidance, vision and intent to the directorate and serves as the Command Chief Information Officer. The J9 translates operational needs to capability requirements, identifies gaps between them, and develops the activities and plans to address capability gaps; coordinates, prioritizes, and enables capability development across the USCYBERCOM Directorates and supporting organizations; rapidly procures and/or delivers joint products with associated sustainment plans to meet the current and future mission needs; and operates and maintains USCYBERCOM's technical baseline of mission-ready capabilities. (U//FOUO) The Deputy Director, Current Capabilities (DDCC) which reports to the J9 Director, delivers C4 Systems and Information Technology (C4IT) capabilities for USCYBERCOM in support of full-spectrum military Cyberspace Operations. The DDCC and its divisions shapes the cyberspace domain in support of USCYBERCOM's vision through enhanced command and control, C4 strategy and guidance, enterprise architecture, and risk management strategies. The DDCC provides cybersecurity of information systems and networks throughout USCYBERCOM, as well as Web Services and Architecture and Engineering, including emerging IT assessment and integration. (U//FOUO) The Deputy Director, Future Capabilities (DDFC), which reports to the J9 Director, oversees development of advanced Tactics, Techniques, and Procedures (TTPs) to employ capabilities effectively. The DDFC currently serves as the acting Command Acquisition Executive, responsible for oversight of USCYBERCOM's acquisition authority. In addition, the DDFC, performs continuous identification of requirements for capabilities required to solve operational problems and develops feasible solutions through the unique composition of existing technology, new capability development, and/or research. New capabilities to the system or network are tested in the Cyber Immersion Lab (CIL). DDFC provides strategic vision and direction to advance capability development through the Services and USCYBERCOM agency partners, and assists in aligning cyberspace research through the Services, DoD research organizations, United States (U.S.) Government agencies and research labs, academia, industry, and key partners. The DDFC provides a small capacity for rapid development and conducting test and evaluation of cyberspace capabilities. The DDFC is responsible for providing technical expertise and systematic processes to assess proposed capability development projects and to oversee testing and evaluation of cyberspace capabilities. (U//FOUO) USCYBERCOM J9 has a need for services to include professional consulting, assisting the Government in developing policy, coordinating activities, implementing initiatives, and support engagements among USCYBERCOM, the Department of Defense, and the Intelligence Community. 3. (U) Scope (U//FOUO) The SOW details three major tasks in support of the USCYBERCOM J9 Directorate - USCYBERCOM J9 Strategy and Policy Support, Strategic Coordination Support, and Legislative Preparation. The contract shall be required to support the following areas: • Provide technical and functional expertise in Defense and Service strategy, policy, legislative, and budgetary initiatives; • Provide document review, analyze issues, prepare comments and coordination with USCYBERCOM leadership for policy, legislation and decision memoranda; • Support the cross-agency coordination of decision documents via electronic dissemination to support consistent understanding and cognizance with respect to the Directorate's position on sensitive issues; • Draft and coordinate point papers in support of J9 Directorate leadership to accomplish a coordinated response with internal and external stakeholders; • Engage Government leadership regularly to ensure consistency and accuracy regarding USCYBERCOM J9 posture on time-sensitive tasks; • Provide time-sensitive task analysis in response to USCYBERCOM and DoD-derived requests; • Assist in the development of summary planning documentation to support planned VTC engagements and provide weekly support updates designed to track time-sensitive tasks and business, both internal and external to USCYBERCOM, a full range of tasks and commitments related to DoD cyber policy, National and International cyber policy, as well as activity that entails senior leadership commitment and readiness; • Prepare, consolidate, edit, and coordinate, with J9 Director approval, reporting documents for internal and external consideration; • Assist USCYBERCOM J9 leadership with implementing Command initiatives and objectives and contribute to the development of concepts of operation and doctrine pertaining to cyber operations; • Facilitate and support strategic planning sessions aimed at identifying and prioritizing J9 Directorate initiatives and challenges for the Government; • Assist the J9 Director in communicating and socializing (e.g. drafting white papers, talking points, briefings and facilitating forums) USCYBERCOM's activities to internal and external stakeholders, workforce, and partners. • Attend internal and external working group sessions, capture pertinent mission-related data points. 4. Acknowledgement of the Disclaimer 4.2 (U) Acquisition Information (U//FOUO) Background - This is a new contract effort for USCYBERCOM. Previous support has been provided since FY17 by leveraging a host agency contract. It is anticipated that the initial contract shall be a six month period of performance with four one-year option periods, and a fifth 6-month option period, for a total contract period of performance not to exceed 5 years. Is there sufficient Background and Scope to provide the necessary information to complete a proposal? If not, please provide some types of information your company would like to see? ? What additional information (if any) is required for your company to develop a cost estimate? ? Do the labor categories and scope convey the level of experience necessary to support this requirement? The desire is to obtain senior level expertise to support the senior leadership of the J9 Directorate, whom have sufficient experience and education necessary to satisfy the requirements. ? Resumes, Past Performance, and Cost will be the primary factors in Source Selection. Please recommend any additional factors for consideration. 5. (U) Industry Discussions (U//FOUO) Representatives of USCYBERCOM may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would be intended to obtain further clarification of RFI response and the potential capability to meet requirements. 6. (U) Questions (U//FOUO) Questions regarding this announcement shall be submitted in writing by email to proposal_submission@cybercom.mil and shall be clearly marked "QUESTIONS in response to USCYBERCOM J9 Program Support RFI- SNOOK". Verbal questions will not be accepted. Answers to questions will be posted to FedBizOps. The Government does not guarantee that questions received after the closing date will be answered. The Government does not reimburse companies for any costs associated with the submissions of their RFI response. 7. (U) Response Guidelines (U//FOUO) Interested parties are requested to respond to this RFI with a white paper. White papers should be in Microsoft Word for Office, Adobe PDF, or compatible format and shall not exceed 14 pages, excluding cover, title, and table of contents pages. A page is defined as each face of an 8 ½ by 11 inch sheet with information contained within a one-inch margin on all sides. Text shall be Times New Roman and no less than 10-point font. The response should not exceed a 5MB email limit for all items associated with the RFI response. (U//FOUO) Responses must specifically describe responses to each of the bullets in Section 4 of the RFI. FedBizOps will be the sole repository for all information related to this RFI. (U//FOUO) Companies that wish to respond to this RFI shall send responses clearly marked "USCYBERCOM J9 Program and Strategic Support RFI- SNOOK" via email "time stamped" no later than the date specified on FedBizOps. In the subject line, please label in the following formation: "USCYBERCOM_J9_Program_Support_RFI_Responses_Company Name_DDMMYYYY. The Government may or may not choose to meet with potential respondents. Such meetings and discussions would only be intended to further clarification of potential capabilities. 8. (U) Disclaimer (U//FOUO) This RFI is not a RFP and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will neither be considered as proposals nor will any award be made as a result of this RFI. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. Federal Acquisition Regulation (FAR) clause 52.215-3, "Request for Information or Solicitation for Planning Purposes", is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Respondents to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on available capabilities and is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, shall be clearly marked on all materials provided in response to this RFI. All information that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government Property and will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. 9.
